Citizen passport of the Republic of Azerbaijan is issued in accordance with the procedure established by the Law of the Republic of Azerbaijan "On Passports" dated June 14, 1994.
In order to obtain a citizen's passport, every citizen of Azerbaijan must personally come to the Consulate General, give a fingerprint and submit the following documents.It should be noted that the acquisition of new citizen passports may take up to 2 (two) months. Acceptance of documents for registration of new passports is carried out at the Embassy from 09:30 to 12:30 on Mondays, Wednesdays and Fridays, excluding non-working days.

Note: If there is no identity card or it is lost, as well as if the passport of the general citizen has expired, it is necessary to determine the citizenship in advance to accept the passport application. In such a case, a request is sent to the relevant institutions of the Republic of Azerbaijan regarding the determination of citizenship, and the passport application is accepted (within 1 month) after the response to the request is received at the Consulate General.
Note: After informing the citizen about the readiness of the new citizen's passport, the passport can be collected during the reception hours of the Embassy (consular service reception days and hours are Monday, Tuesday, Wednesday, Thursday and Friday from 09.30 to 12.30) can be picked up in person. If the passport is to be sent back by mail, it is necessary to submit an envelope with the personal address of the citizen who has applied for the passport, with a custom-made, postmark affixed on it. The Consulate General does not bear any responsibility for the loss or damage of documents by post offices during sending by post.
Note: Before applying for the registration of a new citizen's passport or within 10 working days after applying for a passport, the appropriate state fee must be paid at the ASAN Service according to the age categories mentioned below. The mentioned state fee can be paid through the government payment portal of the Ministry of Internal Affairs of the Republic of Azerbaijan (https://e-payment.mia.gov.az) (payment can be made on the mentioned portal only with an ID card) or through the government payment portal (gpp.az) (payment can be made on the mentioned portal only with the FIN number of the ID card) it is also possible to pay;
- bir yaşınadək uşaqlar üçün - 15 manat;

Note: an additional state fee must be paid at the ASAN Service for the reissuance of citizen's passports due to loss or damage;
Note: When submitting documents for the registration of a new citizen's passport, the citizen's expired passport must be handed over to the Consulate General;
Note: In the case of loss of a citizen's passport, an application must be submitted, and in case of theft, a reference from the police or a relevant authorized organization must be submitted;
Note: When documents are submitted for the registration of a new citizen's passport by men with military obligation between the ages of 18 and 35, a certificate from the relevant military commissariat confirming the right to a military pass or deferment must be submitted. It should be taken into account that new civil passports are not issued to persons who have expired the right to postponement of the military ticket due to their health. If the mentioned documents related to military service are not submitted, the new citizen's passport will not be issued until the restriction is lifted.
- Citizens of the Republic of Azerbaijan who have not reached the age of 18 must submit the following documents in addition to the above-mentioned documents in order to issue a new citizen's passport:
- Original and copy of birth certificate;
- A notarized consent application of both parents stating that there is no objection to the registration of a new citizen's passport (if both parents have personally come to the Consulate General for the registration of a new passport for a minor, then the consent application must be signed by both parents at the Consulate, the application does not need to be notarized);
- Original and copy of both parents' identity documents (passport or identity cards) and marriage certificates;
- In addition to the above documents, the persons submitting their documents for obtaining a passport for the first time must also submit a relevant blood group certificate.
- Persons born in the Republic of Azerbaijan, under the age of 18, who do not have a valid ID card and a citizen's passport of the Republic of Azerbaijan, but who have birth certificates issued by the relevant registration office of the Republic of Azerbaijan, may be issued a new citizen's passport by obtaining an individual identification number (FIN) from the Ministry of Justice of the Republic of Azerbaijan. . For this, in addition to the above-mentioned documents, the following must be submitted:
- Relevant application (sample) on obtaining FIN by the parents of persons with birth certificates issued by the relevant registration office of the Republic of Azerbaijan (former marriage);
- The citizen's birth certificate and a copy of his parents' identity documents (identity card or national passport) must be attached to the application.
Note: It should be taken into account that obtaining a FIN can last up to 2 months;
Note: In addition to the above documents, persons who submit their documents to get their first passport with the FIN must also submit a relevant blood group certificate;
Document procedure for issuing a general citizen passport to citizens of the Republic of Azerbaijan born in Austria, Slovenia, and Slovakia
If a person whose parents are citizens of the Republic of Azerbaijan, one or both of them, has been issued a birth certificate by the registration offices of a foreign country, the following documents must be submitted by the parents to the Consulate General for the officialization of the passport of the general citizen of the Republic of Azerbaijan by the Embassy:
The original and notarized copy of the birth certificate issued by the relevant government agency of the foreign country;
Confirmation of the translation of the birth certificate into Azerbaijani by the Embassy;
Copy of unexpired identity documents of both parents (identity card or national passport);
Copy of marriage certificate;
Note: For citizens of the Republic of Azerbaijan born in Austria, Slovakia and Slovakia, the birth certificate issued by the relevant state institutions of those countries must be translated into Azerbaijani by a sworn translator in order to issue a passport of the Republic of Azerbaijan. The accuracy of the translation must be confirmed at the Embassy.

Note: The documents listed above can be submitted to the Embassy by mail or in person.
