Entry into the territory of the Republic of Azerbaijan without going through its .established state border check-points constitutes a violation of the state border of the Republic of Azerbaijan, and thus, entails criminal, administrative and other liability under the national legislation of the Republic of Azerbaijan.

All nationals are urged to refrain from entering the territory of the Republic of Azerbaijan from the territory of Armenia.

Accordingly, those, who have entered or attempted to enter into the territory of the Republic of Azerbaijan in violation of its national legislation are denied entry into Azerbaijan and may face other legal proceedings, including in the form of administrative or criminal prosecution.
